Eng. Albert Richard Dohoyi (Tanzania) is the Director of Operations, Research, and Development at Tanzania's Universal Communications Service Access Fund (UCSAF). He graduated in 2004 with a degree in Computer Engineering and Information Technology. He worked at Vodacom (T) Limited from 2004 to 2012 in various roles including billing administrator, OMC administrator, and Manager: Managed Services, before joining UCSAF. His responsibilities include supervising consultants, monitoring project implementation, analyzing data, preparing tenders, coordinating universal access projects, and maintaining a public register of funded projects. He has contributed to projects such as the World Bank Rural Connectivity Infrastructure Project (RCIP) and the Digital Tanzania Project, which constructed 758 towers and upgraded 304 sites.

Mr Leopold, in his position, leads ICT research, manages the development of digital systems, and integrates technology to streamline investment processes. He also provides guidance on e-Government strategies, promotes data-driven decisions, and modernizes ICT infrastructure to enhance Tanzania's overall investment environment.

Ms. Rehema Khamis Abdalla is a Tanzanian public servant and business professional with extensive expertise in governance, international business, data privacy, and economics. Born in Zanzibar in 1987, she holds a Master’s Degree in International Business and a Bachelor of Arts in Economics from the University of Dar es Salaam. She currently serves as Director of the Zanzibar Office at the Personal Data Protection Commission (PDPC). Previously, she was Managing Director of Sufa Schools in Zanzibar and Senior Economist at the President’s Office. Fluent in both Kiswahili and English, Mrs. Abdalla is married and blessed with two children. Her current focus is public education on data privacy and exploring how technological advances affect data processing in Tanzania.

Mr. Vedastus Mwita is a commercial expert with over 15 years of extensive experience in the African market and supply chain. His career spans across sectors including FMCGs, power & gas, tourism & hospitality, and telecommunications. Since 2016, he has held senior leadership roles in strategic planning, business development, carrier management, and international operations within the telecom sector. As the Commercial Director of TTCL Corporation, he oversees the company’s overall business operations, leading key initiatives such as high-speed internet rollout and fiber-optic expansion to enhance connectivity across Tanzania and beyond.

Majored in International Relations and joined TOPPAN in 2006, initially engaging in sales of TOPPAN’s security solutions to the global market. In 2020, she joined the Corporate Planning and Global Business Division, responsible for formulating strategies for business expansion in collaboration with overseas group companies. Since 2023, she has been actively promoting business development in the African market, including M&A and investment initiatives.

Eng. Bahati Bakari Zuberi currently serves as the Acting Assistant Director for Research, Innovation, and ICT Human Resource Development at the Ministry of Communication and Information Technology in Tanzania. With over a decade of professional experience, Eng. Zuberi has made significant contributions to the telecommunications sector, e-governance initiatives, and ICT policy development in the country.

Florent Morice Mtuka is a seasoned Registered Professional Engineer with over 20 years of experience in ICT and telecommunications across Tanzania. He combines deep technical expertise with strategic insight, leading complex network designs, shaping technology policies, and driving organizational growth. He explores investment opportunities in emerging technologies, including space-based communications and satellite applications.
